Understanding St. Paul’s Building Landscape

As Minnesota’s capital city and the state’s second-largest metropolitan center, St. Paul presents a unique concentration of buildings that demand specialized restoration expertise. From the iconic limestone State Capitol building to the historic commercial structures lining downtown streets, these properties face constant assault from one of North America’s most challenging climates.

St. Paul’s building stock tells the story of over 150 years of architectural development. The downtown core features magnificent examples of Romanesque Revival, Beaux-Arts, and Art Deco architecture—structures built with limestone, brick, and terra cotta that require expert care to preserve. The Lowertown Historic District, once the city’s original commercial hub, has experienced significant revitalization as warehouses and commercial buildings have been transformed into residential and mixed-use properties.

Major Employers and Institutional Buildings

St. Paul serves as headquarters for several Fortune 500 companies, including 3M, Ecolab, and Xcel Energy. The State of Minnesota operates numerous government facilities throughout the city, from the historic Capitol complex to modern administrative buildings. These institutional clients require restoration partners who understand the unique demands of maintaining public-facing facilities while minimizing operational disruptions.

The city’s commercial real estate market includes significant parking infrastructure—municipal ramps, corporate parking structures, and residential parking facilities—all of which face accelerated deterioration from Minnesota’s freeze-thaw cycles and heavy road salt usage. Traffic coatings, waterproofing systems, and concrete repair are essential maintenance requirements for property managers throughout the metro.

Historic Preservation Requirements

Many of St. Paul’s most significant buildings are listed on the National Register of Historic Places or fall within local historic districts. This designation requires restoration work that meets stringent preservation standards while addressing structural concerns. Tuckpointing, stone repair, and facade restoration on historic structures demand craftsmen who understand period-appropriate materials and techniques—the kind of expertise that comes from decades of hands-on experience.

Restoration Systems has served St. Paul’s commercial and institutional property owners since 1997, bringing the same commitment to quality craftsmanship and safety that has made us the Midwest’s leading restoration contractor. Our Minneapolis headquarters is just 15 miles from downtown St. Paul, allowing us to provide same-day response for assessments and emergency repairs.

Climate Challenges

Why St. Paul Buildings Need Expert Restoration

Minnesota’s extreme climate creates unique deterioration patterns that require specialized knowledge and proven restoration techniques.

Freeze-Thaw Damage

Water infiltrates concrete and masonry, then expands as it freezes—creating internal pressure that cracks and spalls building materials from the inside out. St. Paul experiences 80–100+ freeze-thaw cycles annually, each one compounding previous damage.

“When water freezes, it expands by approximately 9%. That expansion creates tremendous pressure inside concrete and masonry—enough to crack even the strongest materials over repeated cycles.”

— Dylan Reynolds, Project Manager, RSI

Temperature Extremes

St. Paul experiences temperature swings exceeding 100°F between summer highs and winter lows. This thermal cycling causes building materials to expand and contract repeatedly, stressing joints, sealants, and connections throughout the building envelope.

“The temperature swings we see in Minnesota are among the most extreme in the country. Building materials are constantly expanding and contracting, and that movement eventually compromises waterproofing systems and structural connections.”

— Tayton Eggenberger, Branch Manager, Minnesota, RSI

Salt and Chloride Damage

Road salt keeps St. Paul moving during winter months, but chlorides don’t stay on the pavement. They migrate into parking structures, splash onto building facades, and penetrate concrete surfaces—eventually reaching and corroding embedded steel reinforcement.

Chloride contamination is one of the biggest threats to parking structures in Minnesota. Once chlorides reach the rebar, you’re looking at accelerated corrosion that can compromise structural integrity if not addressed properly.”

— Mike Hintsala, RSI Expert

Moisture Infiltration

Failed sealants, deteriorated mortar joints, and compromised waterproofing membranes allow water to penetrate building envelopes. Once inside, moisture causes interior damage, promotes mold growth, and accelerates deterioration of structural components.

“Water is relentless. It finds every crack, every gap, every failed sealant joint. And once water gets in, you’re dealing with a cascade of problems—from cosmetic damage to structural concerns.”

The Challenge

Years of Minnesota winters had taken their toll on this multi-level municipal parking structure. Failed waterproofing membranes allowed chloride-laden water to penetrate the concrete deck, initiating corrosion of the embedded reinforcing steel. The resulting spalling and delamination created both safety concerns and accelerating structural deterioration.

Our Solution

RSI developed a comprehensive rehabilitation plan that addressed both immediate damage and long-term protection. Our team systematically removed deteriorated concrete, repaired corroded reinforcement, and installed a high-performance polyurethane traffic membrane system designed to withstand the punishing freeze-thaw cycles and chemical exposure of Minnesota winters.

The project included complete replacement of expansion joint systems—critical components that accommodate the significant thermal movement parking structures experience. New sealants were installed at all joints and penetrations, creating a continuous waterproof envelope across the entire deck surface.

Project Results

  • 425,000+ square feet of traffic coating installed across multiple levels
  • Complete expansion joint system replacement for thermal movement accommodation
  • Concrete repairs and reinforcement protection throughout the structure
  • Long-term waterproofing protection designed for Minnesota’s extreme climate
  • Phased construction approach minimized impact on parking operations

Project Overview

108K SF Tuckpointing
1,000+ SF Stone Repair
8 Month Timeline
100% Historic Compliance

The First National Bank Building stands as one of St. Paul’s most significant historic commercial structures—a testament to early 20th century architectural craftsmanship. After decades of exposure to Minnesota’s harsh climate, the building’s limestone and masonry facade required comprehensive restoration to preserve both its structural integrity and historic character.

RSI’s team of skilled craftsmen completed over 108,000 square feet of tuckpointing, carefully matching original mortar colors and joint profiles to maintain the building’s authentic appearance. More than 1,000 square feet of deteriorated stone was repaired or replaced using compatible materials and period-appropriate techniques that satisfy historic preservation requirements.

The 8-month project also included complete sealant replacement at all joints and openings, creating a continuous weather barrier that protects against moisture infiltration while accommodating the thermal movement that stressed original sealants to failure. The result is a building restored to its original grandeur while equipped to withstand another century of Minnesota seasons.
